Žygimantas Mauricas is a Chief Economist at Nordea Bank Lithuania. Gintaras Bagdonas – Director of NATO Energy Security Centre of Excellence
Gintaras Bagdonas started his work in the Lithuanian Defence system in 1991. He was a Volunteer (private), Company NCO, Company Commander, Commander of Battalion, Volunteer National Defence Service of Lithuania, Anyksciai (1991–1994_. Served at the Danish Battalion in the United Nations Protection Forces (UNPROFOR) in Croatia. He worked as a Defence Attaché of the Republic of Lithuania to the Republics of Latvia and Estonia, Tallinn, Estonia (1995-1998). Later was an Assistant of Chief of Staff for Intelligence and Security (G-2) at the HQ of National Defence Volunteer Forces, Vilnius. In 2005 Gintaras Bagdonas was promoted to Colonel military rank. He was a Director of the Second Investigation Department under the Ministry of National Defence of the Republic of Lithuania (2011-2007), Director Intelligence at EU Military Staff in Brussels (2007–2010), a Commandant of General Jonas Zemaitis Military Academy of Lithuania (2010-2012), a Head of Special Mission of the Republic of Lithuania to the Islamic Republic of Afghanistan (2012–2014). |
Andris Piebalgs – European and Economic Affairs Adviser to the President of Latvia
Commissioner Andris Piebalgs is an experienced Latvian politician who has occupied key positions in both national and European political fields. During the first Barroso Commission, starting in November 2004, he was the European Commissioner for Energy. In that capacity, he led the development of a more competitive, sustainable and secure European energy system, which is one of the crowning achievements of the Barroso I Commission. In 2009 he was appointed EU Commissioner for Development, where he is busy modernising its aid policy and delivery mechanisms. Jaroslav Neverovic was Minister of Energy of Lithuania in 2012-2014, including during Presidency of the Council of the European Union. Prior to joining the government Mr. Neverovic was CEO of LitPol Link company responsible for developing of electricity interconnection project between Lithuania and Poland. His previous assignments included Deputy Minister position at Lithuanian Ministry of Foreign Affairs as well as Management Associate at Citibank. He is currently independent consultant working on energy sector projects in CEE and Chairman of the Board of Polish Lithuanian Chamber of Commerce. J.Neverovic holds Master’s degree in International Economic and Political Relations from Warsaw School of Economics. |
Aleksandras Spruogis – Vice-Minister of Energy of the Republic of Lithuania
Before becoming Vice-Minister of Energy, Aleksandras Spruogis was a Secretary, Chief Advisor and Vice-Minister of Environment of the Republic of Lithuania. He was a Chief Advisor and Chairman of the Chamber of Advisers at the Environment Protection Committee of Lithuanian Parliament (1997-2003). In 2003-2012 he was a member at the European Environment Agency's Board, Head of Lithuanian Delegation in Helsinki Commission and member at the Lithuanian-Russian Economic Cooperation Council and Co-chairman at the Environmental Commission. |
Mindaugas Keizeris is a Member of the Board and the Strategy and Development Director of Lietuvos Energija, UAB national energy group, one of the largest energy companies in the Baltic states. M.Keizeris has previous experience in strategy planning, monitoring and programmes management working as an acting director at the Central Project Management Agency public institution. Konrad Purchała, Director of Energy Market Development at the Polish Transmissions System Operator, PSE
Konrad Purchała received a M.Sc. degree in electrical engineering in 1999 from Warsaw University of Technology, and in Ph.D. from University of Leuven in Belgium in 2005 for his work on management of congestion in liberalized electricity markets. From 2005 till 2009 he was with Power System Consulting of Tractebel Engineering from the GdF-SUEZ group in Belgium, where he was an expert in techno-economic studies. He joined PSE in 2009 as Adviser to the Board, and since 2012 he holds a position of Director of Energy Market Development. His main interest is electricity market design, focusing on the interactions between the technical aspects of power systems and the economics of electricity markets. His references range from capacity calculation and allocation mechanisms, market coupling algorithms, integration of European balancing markets and distributed generation. He also took an active role in large European research projects on distributed generation, wind energy integration and institutional support for tackling future R&D challenges of the European TSOs. |

Starting from 1991, he was actively involved in the capital market working for major Polish banks (PKO BP i PEKAO S.A.) Jānis Bethers - Chairman of the Management Board of UAB Enefit
Jānis Bethers is Chairman of the Management Board of the Lithuanian and Latvian energy retail companies UAB Enefit and SIA Enefit that are part of Eesti Energia group. Jānis Bethers has been working for SIA Enefit in Latvia from the moment the market was opened for competition in the large business customer segment in 2008 and for a year is also leading the Lithuanian business of the company.
